What the first daughter fails to acknowledge is that the very nature of her proposed role breaches ethical standards to which previous administrations have adhered for generations. That ethical breach does more than “shake up Washington” by breaking with norms and decorum — it threatens our national security."

The office labors under an awkward constraint: It does not carry out its own investigations, but relies on accused researchers’ own institutions to forward their findings.

With their own reputations on the line, institutions “have a tremendous conflict of interest,” said Dr. Richard Smith, former editor of The British Medical Journal and a founding member of the Committee on Publication Ethics in Britain. “There’s a terrible temptation to bury it all,” he added.

There are also dollars at stake. Of the $29.1 million Dr. Croce has received in federal funding as a principal investigator while at Ohio State, university records show, $8.7 million has gone directly to the university in overhead payments, a fairly standard cut for research institutions."

It may be impossible to prove this on a case-by-case level, given the complex and often hidden motives guiding presidential conduct, but the whole theory of the foreign emoluments clause is to guard against the very possibility of transactions raising this creeping danger.

Trump’s lawyer, Sheri Dillon, has said that “Trump wants there to be no doubt in the minds of the American public that he is completely isolating himself from his business interests.” But if that were actually true, Trump would have done more—much more—to separate himself from his global business empire. Instead, he adopted the mere shell of a plan, utterly inadequate to the demands of the Constitution.

"A day after President-elect Donald Trump encouraged supporters to "Buy L.L. Bean," a U.S. ethics watchdog on Friday warned federal employees they must not endorse products or companies.

The U.S. Office of Government Ethics (OGE) said on its official Twitter account: "All executive branch employees must refrain from misuse of position, including endorsements."

No mention of Trump was made in the tweet, and many rules for federal employees do not apply to the president. The ethics office has tweeted other reminders to employees this week, including one that federal gift restrictions remain in place during the upcoming inauguration.
