Last week’s summit on artificial intelligence sought to imagine a world increasingly manned by machines and robots, even self-taught ones, and explore the legal, ethical, economic, and social consequences of this new world. And some panellists underlined a need to establish frameworks to manage this new species."

"How ethical robots are built could have major consequences for the future of robotics, researchers say. Michael Fisher, a computer scientist at the University of Liverpool, UK, thinks that rule-bound systems could be reassuring to the public. “People are going to be scared of robots if they're not sure what it's doing,” he says. “But if we can analyse and prove the reasons for their actions, we are more likely to surmount that trust issue.” He is working with Winfield and others on a government-funded project to verify that the outcomes of ethical machine programs are always knowable. By contrast, the machine-learning approach promises robots that can learn from experience, which could ultimately make them more flexible and useful than their more rigidly programmed counterparts. Many roboticists say that the best way forward will be a combination of approaches. “It's a bit like psychotherapy,” says Pereira. “You probably don't just use one theory.” The challenge — still unresolved — is to combine the approaches in a workable way."

That was a question that some of the world’s leading roboticists faced at a technical meeting in October, when they were asked to consider what the science-fiction writer Isaac Asimov anticipated a half-century ago: the need to design ethical behavior into robots...
All of which make questions about robots and ethics more than hypothetical for roboticists and policy makers alike.
The discussion about robots and ethics came during this year’s Humanoids technical conference. At the conference, which focused on the design and application of robots that appear humanlike, Ronald C. Arkin delivered a talk on “How to NOT Build a Terminator,” picking up where Asimov left off with his fourth law of robotics — “A robot may not harm humanity, or, by inaction, allow humanity to come to harm.”
While he did an effective job posing the ethical dilemmas, he did not offer a simple solution. His intent was to persuade the researchers to confront the implications of their work."
