"Starting today, delegates are gathering in Slovenia at the second Global Forum on the Ethics of AI, organized by UNESCO, the United Nations’ educational, scientific, and cultural arm. The meeting is aimed at broadening the conversation around AI risks and the need to consider AI’s impacts beyond those discussed by first-world countries and business leaders.

Ahead of the conference, Gabriela Ramos, assistant director-general for social and human sciences at UNESCO, spoke with Fast Company...

"More than 85% of people are worried about the impact of online disinformation and 87% believe it has already harmed their country’s politics, according to a global survey, as the United Nations announced a plan to tackle the phenomenon.

Audrey Azoulay, director general of the UN’s culture body, Unesco, told reporters on Monday that false information and hate speech online – accelerated and amplified by social media platforms – posed “major risks to social cohesion, peace and stability”.

Regulation was urgently needed “to protect access to information … while at the same time protecting freedom of expression and human rights”, Azoulay said as she presented a “governance blueprint” for governments, regulators and platforms."

"Nursing unions in 28 countries have filed a formal appeal with the United Nations over the refusal of the UK, EU and others to temporarily waive patents for Covid vaccines, saying this has cost huge numbers of lives in developing nations.

The letter, sent on Monday on behalf of unions representing more than 2.5 million healthcare workers, said staff have witnessed at first hand the “staggering numbers of deaths and the immense suffering caused by political inaction”.

The refusal of some countries to budge on rules about intellectual property rights for vaccines had contributed to a “vaccine apartheid” in which richer nations had secured at least 7bn doses, while lower-income nations had about 300m, it argued."

In a joint resolution between the Public Administration Ministry (MAP) and the General Directorate of Government Ethics and Integrity (Digeig) they indicate that the training will be essential to access, remain and develop in public positions."

"[Prof. Shmuel (Mooly) Eden of the University of Haifa, Israel] said this fourth revolution in human history is made up of four factors. First, computing power is at levels that were unimaginable. This power is what makes artificial intelligence now possible. The smartphone in your hand has 1,000 times the components of the first rocket to the moon, he said, which led to a chorus of “wows” from the audience.

Second is big data. Every time you speak on the phone or go on the internet, someone records it, he said. The amount of data is unlimited. Eden said he would be surprised if we use 2 percent of the data we generate, but in the future “we will.”

Third is artificial intelligence (AI). No one could analyse all of that data, so AI came into play.

Fourth is robots. He noted that they don’t always look like human forms. Most robots are just software doing some function...

 Eden ended by quoting a hero of his, former Israeli Prime Minister Shimon Peres, who told him: “Technology without ethics is evil. Ethics without technology is poverty. That’s why we have to combine the two.”

Eden challenged the governments, the UN and all others to think about how to address this rapid change and come up with ideas.

"In response, Sensenbrenner, who voted to scrap the Federal Communications Commission’s privacy rules that were set to take effect at the end of this year, said:

“Nobody’s got to use the Internet. … And the thing is that if you start regulating the Internet like a utility, if we did that right at the beginning, we would have no Internet. … Internet companies have invested an awful lot of money in having almost universal service now. The fact is is that, you know, I don’t think it’s my job to tell you that you cannot get advertising for your information being sold. My job, I think, is to tell you that you have the opportunity to do it, and then you take it upon yourself to make that choice. … That’s what the law has been, and I think we ought to have more choices rather than fewer choices with the government controlling our everyday lives.”...

The Internet has become such a fixed part of people’s everyday lives, the United Nations considers access to it a human right. In 2016, the U.N. Human Rights Council passed a resolution declaring that denying someone the ability to access or disseminate information online is a human rights violation."

"Several subcommittees of the United States Congress have scheduled a joint hearing this week on accountability and possible mistreatment of staff and whistleblowers at the UN World Intellectual Property Organization. The witness list for the hearing includes several high-level critics of WIPO Director General Francis Gurry who used to work for him. Meanwhile, observers are questioning what has happened to the report from an official UN investigation of WIPO.

The Joint Subcommittee Hearing: Establishing Accountability at the World Intellectual Property Organization: Illicit Technology Transfers, Whistleblowing, and Reform, is scheduled for Wednesday, 24 February. The hearing is expected to be publicly webcast."
