Scott Fitzgerald ever wrote, in an essay three-quarters of a century ago: "The test of a first-rate intelligence is the ability to hold two opposed ideas in mind at the same time and still retain the ability to function." That is also the test of a first-rate intelligence agency in the service of a robust democracy."
