"10 principles for AI use in Napa schools

1. Teaching and learning: AI should be used to personalize and enhance the learning experience for each student and to support digital citizenship and literacy.

2. Staff usage: AI should be used as a tool to augment and support, rather than replace, staff in the performance of their duties and responsibilities.

3. Ethical use and transparency: AI should be used ethically and transparently by all staff and students, with careful consideration of potential biases, and in compliance with all applicable intellectual property and copyright laws.

4. Accountability and responsibility: AI should be used in a manner that ensures accountability by those who use it and that those who use it are responsible for such use, including when and how it is used.

5. Academic honesty: The district should allow artificial intelligence tools to be used only in ways that support learning — such as research, skill development, or teacher-approved assistance — and prohibit any use that replaces a student’s original thinking or results in cheating, plagiarism or other acts of academic dishonesty.

6. Equity and access: AI should be implemented in a manner that ensures equitable access and opportunity for all students, regardless of background or ability, and for all schools across the district.

7. Secure and private: The district should prioritize security and privacy when changing existing practices or adopting new practices regarding AI.

8. Professional development: The district should provide ongoing professional development for staff, with a particular focus on the ethical and responsible use of AI.

9. Community engagement: The district should engage with the community to share these principles, to educate the community on AI, and to discuss the permitted and prohibited uses of AI in the district.

10. Continuous improvement: The district should regularly evaluate the use of AI by students and staff, and adapt its policies, procedures and professional development to align with best practices and evolving technologies. The district reserves the right to remove access to previously approved AI platforms.

In a bid to develop a set of guidelines for responsible use of technology, the district convened an AI council of 30 stakeholders including parents, teachers, students and staff in May 2025. The council met five times to review CSBA’s policy and make a recommendation to the board.

In addition, the council developed guidelines for AI use for all stakeholders. These will be shared in the 2026-2027 school year. Amid rapid technological developments, the district plans to update them regularly."

"Washington, D.C. — As policymakers grapple with how to regulate AI, the hardest questions around copyright and fair use are being punted to the courts, according to governance, creator, and technology experts at an Axios expert voices roundtable.

The big picture: With Congress moving slowly and disagreements over policy, judges are becoming the primary deciders of how AI and the creators work together — or don't.

That's partly by necessity: "Fair use is incredibly complicated — case by case, fact specific," News/Media Alliance president and CEO Danielle Coffey said.

"Each case that we get … we start to get these new guideposts," Jones Walker partner Graham Ryan said.

Ryan said they expect at least three fair use decisions this year that will have implications for the broader AI-artist ecosystem.

Axios' Maria Curi and Ashley Gold moderated the March 25 discussion, which was sponsored by Adobe.

What they're saying: Legal uncertainty remains. For example, two courts within the same district, and during the same week, differed in the reasoning behind their rulings on similar matters of fair use and AI.

"There is a current, live controversy over … the extant understanding of the fourth factor in fair use, which is: Does the copy replace the market for the work?" said Kevin Bankston, senior adviser for the Center for Democracy & Technology.

Still, "we have been trying to support the process through the courts, because we think there is a really strong framework in copyright law for protecting artists right now," according to Public Knowledge president and CEO Chris Lewis."

The Trump administration on Friday released new guidelines for federal legislation on the technology, recommending some safeguards for children and consumer protections for energy costs.

On Friday, the White House called on Congress to pass federal A.I. legislation to override the state laws. The greatest challenges facing the United States do not come from overregulation but from deploying ever more powerful AI systems without minimum requirements for safety and transparency...

Contrary to the narrative promoted by a small number of dominant firms, regulation does not have to slow innovation. Clear rules would foster growth by hardening systems against attack, reducing misuse, and ensuring that the models integrated into defense systems and public-facing platforms are robust and secure before deployment at scale.

Critics of oversight are correct that a patchwork of poorly designed laws can impede that mission. But they miss two essential points. First, competitive AI policy cannot be cordoned off from the broader systems that shape U.S. stability and resilience...

Second, states remain the country’s most effective laboratories for developing and refining policy on complex, fast-moving technologies, especially in the persistent vacuum of federal action...

The solution to AI’s risks is not to dismantle oversight but to design the right oversight. The program, which will award an AI Law and Regulation certificate for students enrolled in UC Berkeley Law’s LL.M. executive track, is designed for working professionals and can be completed over two summers or through remote study combined with one summer on campus...
